Capability approach is known for recognizing multidimensional values of human development. The basic theory promotes flexibility to be used for any context. This paper focusing on how it is applied to collective urban design and development. In an urban context, there are many marginalized and low income people whose freedom are restricted. They may not have the capacity to achieve well-being if only be evaluated with income and education level, but through capability approach other dimension could be found as a driver for development.
Such development, including social, economic, human, and environment can be reached with collective work which open up to new opportunities. Possibility of choices to participate in the development is more than of individual, with community well-being achieved as a result. Also, rather than individual which is more personal, group freedom and capabilities are more interesting. One, because since each people have their own perception, there might be conflicts involved to decide what kind of life to value. Two, even though the consensus has been made, people have different abilities to use and convert resources into valuable outcomes. Then question arises, will collective capabilities be possible despite the apparent obstacles.
Besides the possibility of collective capability, the thing to consider is social relation as conversion factor, the factor which influence the level of capabilities. Social relation in the form of self-help culture in Indonesia, the so called “gotong royong”, are potential driver of different aspects of development, including human development. This collective work culture has been a tradition, if not the symbol of national development. This culture shows that collective capabilities can happen in reality. Many people believe that alone they are nothing, but together they can achieve anything. Other social relation such as women social gathering (arisan) can also be one of the factor.
Based on those culture and social relation, a group of women established saving group in Yogyakarta, which after expanded into network of river side community, they named themselves Kalijawi, abbreviation of Gajah Wong and Winongo River, the place they live in. Kalijawi has become a platform whom the community choose to gain freedom and prove their existence and capabilities in the city, even in national and international scale. As a network that unites the community, the livelihood, education, income, housing and quality of life are improving. Using capability approach as a framework, this paper try to question the possible collective capabilities of Kalijawi and evaluate their participation as network of community in the city development towards their own well-being.
